지급수단 : 소지인 또는 사용자가 자금을 이체하거나 인출하기 위하여 사용할 수 있는 현금 외의 모든 장표 또는 전자적 방식의 수단지급결제시스템 : 자금의 이체를 가능하게 하는 지급수단, 참가기관, 운영조직, 업무처리 규정 및 절차, 전산시스템 등으로 구성되는 제도적 장치지급결제 : 실물거래, 금융거래 등 각종 경제활동에 따라 발생하는 거래당사자간의 채권·채무관계를 지급수단을 이용해 종결하는 행위

「한국은행법」 제81조 「전자금융거래법」제47조에 의거 지급결제제도 운영기관 및 참가기관, 지급수단 등에 대한 감시 업무를 위해 입수한 지급결제제도 이용 현황을 파악 분석하여 지급결제제도의 안전성과 효율성 도모를 위한 감시 및 정책수립의 기초자료로 활용
